Major e-commerce companies under the excessive packaging generated by a large amount of express waste is still an environmental problem that can not be ignored.
A typical example is that Xiao Jiang, who lives in Huilongguan, Changping District, Beijing, bought a few pairs of socks and a little snack on “Double Eleven”, but the cardboard boxes are a big pile. Several pairs of socks with a shoebox-sized carton packaging, with tape wrapped around; and snacks in a larger carton, Holliday Pie and avocado are packaged separately.
It should be said that the express over-packaging is not a new topic, but like “several pairs of socks with shoebox packaging” such relatively extreme examples, no doubt become a recent example of this phenomenon. And for this phenomenon, society has long been concerned about and called for change. But unfortunately, this phenomenon has not only not been fundamentally improved, but also intensified.
Why is it so? The reasons for this or multi-level, such as some courier operators to cater to the needs of consumers, simple and brutal competition, operators of green development awareness is insufficient. But more important and critical, also lies in the lack of excessive packaging laws and regulations of the e-commerce courier industry and ineffective implementation.
At present, China on the regulation of excessive packaging regulations and documents, such as the national level, the main “limit excessive packaging of goods”, “limit excessive packaging requirements for food and cosmetics” national standards, “food and cosmetics packaging measurement inspection rules”, “quantitative measurement of packaged goods supervision and management measures”; local level, such as “Shanghai, a number of provisions for the reduction of commodity packaging”, “Lanzhou City Notice on further strengthening the governance of excessive packaging of goods” and so on.
But a comprehensive view, these provisions, one is not targeted enough. Many of the provisions of the original intention is mainly for the production enterprises, not clearly for the e-commerce logistics industry, and the actual situation, the production enterprises and e-commerce logistics industry is also very different, may not be universal and applicable; second, the coverage is relatively narrow. In particular, some of the implementation of a strong level of enforcement rules for only specific industries, such as food, cosmetics, etc., far from the whole industry chain now involved in the e-commerce logistics industry; Third, the implementation of law enforcement is not effective enough. Even a few industries with clear regulations, such as the food industry, cosmetics industry, the relevant provisions have long been introduced, but the excessive packaging in these industries is still relatively common.
In addition, the relevant provisions of the hierarchy and enforcement is not enough. On the one hand, many of the provisions are local regulations, the lack of a unified implementation of the effectiveness of the national level; on the other hand, some of the provisions are limited to the recommended provisions of the industry, the lack of enforceability.
In other words, on the surface, although China has formulated the relevant provisions on curbing excessive packaging, but in the actual implementation level, especially for the new economic model – the network of e-commerce economy and express logistics industry, these provisions do not play a practical effect.
In turn, to effectively curb the phenomenon of excessive packaging, the development of “green logistics”, the key and fundamental work is to develop and enhance the implementation of packaging standards in the e-commerce logistics industry, the power of the rule of law to make the e-commerce logistics express packaging effectively “thin “. First of all, to strictly implement the packaging provisions of the previous production enterprises, as far as possible, the introduction of more industry packaging standards, which is the overall packaging of the express industry “thin” system and implementation basis; secondly, for the e-commerce logistics industry to introduce clear industry packaging management approach, effectively enhance the legal relevance; again, the introduction of clear commodity and logistics packaging Provisions of ineffective supervision and accountability rules, through the supervision of ineffective accountability pressure, to promote the full implementation of the depth of the relevant provisions. Only so, green, “thin” courier industry may really finally achieve, in order to add bricks to our environmental protection plan.
